The “Counterinsurgency-Humanitarian Exercise” (COINEX) 2009 took place in the border regions of the nation of Antede and centered around the response to a refugee crisis. Violence in a neighboring state had caused a massive refugee flow into the area, which was isolated from the more prosperous Antedean heartland. The region also included a small band of extremists fighting for regional autonomy, which further complicated the refugee situation. A Canadian military force was sent to coordinate with humanitarian NGOs, maintain security, and counter the growing extremist movement.
