2019 Civil-Military Relations Conference

This 2019 ALLIES Civil-Military Relations Conference will be focusing on cybersecurity and geopolitics in the modern age. Cybersecurity is becoming an increasingly pressing topic today. In this world where technology is changing so rapidly, the nature of warfare and how policies are made are changing alongside it. Amidst discussions on security studies and politics, the cyber realm has frequently been a topic of interest. Through this conference, we hope to provide participants with a broad understanding of the developments happening in the cyber realm, and how these have been, and will continue to, transform the defense industry and how policy decisions are made.

The conference takes place over 2 days; the first day features the keynote address, panels, and breakout sessions. During the first day, participants will familiarize themselves with larger concepts about cybersecurity and how these might translate to policy decisions. On the second day, participants will have the chance to exercise negotiation skills, conflict resolution tactics, and leadership during a 4.5 hour negotiation simulation.

This panel aims to provide participants with a brief overview to what cybersecurity is all about. Considering that students of all backgrounds and disciplines attend CMRC, we want to ensure that the content delivered is both engaging and relevant. Providing participants with a broad understanding of cybersecurity will equip them to better understand the relationship between cyberspace and IR theory. Participants will also gain a deeper understanding on the execution of cyber operations and the response mechanism to a cyber attack. Participants should leave the panel with a better understanding of the potential benefits and the threats associated with cyberspace.

This panel aims to provide participants with a better understanding on how technology – specifically that in the cyber realm – is transforming the defence industry and policy writ large. With panellists from both the public and private sectors, as well as representation from the military, the goal is to allow participants to see how new technologies are rapidly changing the world that we live in today, and how different industries interact with each other amidst this disruption.
